DESCRIPTION:State Accepting Public Comments on Draft Permit to address Chemours Groundwater Contamination \nPermit is part of remediation plan to prevent PFAS discharge to the Cape Fear River \nThe North Carolina Department of Environmental Quality Division of Water Resources (DWR) is accepting public comments on a draft permit to treat PFAS-contaminated groundwater\, surface water and stormwater from the Chemours Fayetteville Works site before discharge into the Cape Fear River. The National Pollutant Discharge Elimination System (NPDES) wastewater permit is part of the required actions to prevent residual PFAS pollution from entering the Cape Fear River\, as outlined in the 2020 Addendum to the 2019 Consent Order. \nThe draft NPDES permit only allows the discharge of treated water associated with the remediation activities. It does not allow the discharge of wastewater from plant operations or processes. \nUnder the 2020 Addendum\, Chemours was required to address four identified seeps that account for more than half of the PFAS contamination in the groundwater entering the river. The required interim measures have been installed and Chemours has submitted plans to DEQ for approval of the permanent measure: a more than one-mile-long\, subsurface barrier wall and groundwater extraction system to capture contaminated groundwater and prevent it from entering the Cape Fear River. The draft NPDES permit requires treatment to remove PFAS contamination from the groundwater\, surface water and stormwater captured by the extraction system before discharge into the Cape Fear River. The system must remove at least 99% of PFAS and meet daily and monthly effluent limits as specified in the permit conditions. \nThe proposed NPDES permit does not change the conditions of any previous NPDES permit held by Chemours. \nDWR is accepting comments on the draft permit until May 2\, 2022. DESCRIPTION:Draft Permit\nEnvironmental Justice Snapshot \nRoseburg Forest Products applied to the North Carolina Department of Environmental Quality\, Division of Air Quality\, for a PSD (Prevention of Significant Deterioration) permit to construct and operate a new lumber sawmill\, named Roanoke Valley Lumber\, located at 290 Power Place Drive\, Weldon\, Halifax County\, NC. The mill will process southern yellow pine logs and includes lumber operations\, lumber drying\, planer mill\, and an emergency fire water pump. \nThe facility will be constructed in two phases: the first phase will support up to 300 million bd-ft per year of lumber drying capacity. The second phase will support additional 200 million bd-ft per year lumber drying capacity bringing the total capacity to 500 million bd-ft/yr. Even though the facility will be constructed in two phases\, this PSD permit approval is for the entire project (five kilns and ancillary equipment). \nThe facility is a new “major stationary source” for at least one regulated NSR pollutant (VOC). This new facility will also result in significant increases in the emissions of greenhouse gases (GHGs). \nPersons wishing to submit written comments or request a public hearing regarding the Air Quality Permit are invited to do so. DWI will administer the remaining $758 million as grant funding\, as detailed in the proposed plan.  The funds are subject to federal statutory and budgetary requirements and all funds must be expended by December 30\, 2026. \nThe proposed plan is available at: Proposed Plan to Administer the American Rescue Plan Act’s State Fiscal Recovery Fund Appropriated in the State Budget. \nBased on the proposed plan\, the deadline for applications for the first round of ARPA drinking water and wastewater project funding will be May 2\, 2022.
