DESCRIPTION:The White House Council on Environmental Quality (CEQ) is inviting public comment on these proposed revisions to the federal National Environmental Policy Act (NEPA).  \nTwo public meetings on the proposed rule will be held online on October 19\, 2021 from 1:00-4:00 pm EDT and October 21 from 5:00-8:00 pm EDT.  To learn more or register\, please visit http://nepa.gov. \nRead the White House Press Release Below:  \nAs part of the Biden Administration’s whole-of-government approach to tackling the climate crisis and confronting environmental injustice\, CEQ is proposing to restore three core procedural provisions of the National Environmental Policy Act (NEPA) regulations to provide communities and decision makers with more complete information about proposed projects\, their environmental and public health impacts\, and their alternatives. \nThe changes put forward in this “Phase 1” proposed rule would generally restore three key regulatory provisions that were in effect for decades before being modified for the first time in 2020.  The 2020 changes caused implementation challenges for agencies\, and sowed confusion among stakeholders and the general public. These reforms would restore durability and regulatory certainty\, cut down on conflict\, deliver sounder results on the ground\, and aim to get more American workers on the job building our next generation of infrastructure. \n“The basic community safeguards we are proposing to restore would help ensure that American infrastructure gets built right the first time\, and delivers real benefits – not harms – to people who live nearby\,” said CEQ Chair Brenda Mallory. “Patching these holes in the environmental review process will help reduce conflict and litigation and help clear up some of the uncertainty that the previous administration’s rule caused.” \nThe proposed rule would make the following three important changes to the 2020 NEPA rules: \n\nRestore the requirement that federal agencies evaluate all the relevant environmental impacts of the decisions they are making. This proposed change would make clear that agencies must consider the “direct\,” “indirect\,” and “cumulative” impacts of a proposed decision\, including by evaluating a full range of climate change impacts and assessing the consequences of releasing additional pollution in communities that are already overburdened by polluted air or dirty water.\nRestore the full authority of agencies to work with communities to develop and analyze alternative approaches that could minimize environmental and public health costs. This proposed change would give agencies the flexibility to determine the “purpose and need” of a proposed project based on a variety of factors\, and to work with project proponents and communities to mitigate or avoid environmental harms by analyzing common sense alternatives. The 2020 NEPA rule limited federal agencies’ ability to develop and consider alternative designs or approaches that do not fully align with the stated goals of the project’s sponsor\, often a private company.\nEstablish CEQ’s NEPA regulations as a floor\, rather than a ceiling\, for the environmental review standards that federal agencies should be meeting. This proposal would restore the ability of Federal agencies to tailor their NEPA procedures\, consistent with the CEQ NEPA regulations\, to help meet the specific needs of their agencies\, the public\, and stakeholders.\n\nCEQ is inviting public comment on these proposed revisions. NEPA was enacted to improve Federal decision making by ensuring high quality information about the environmental effects of proposed actions and their reasonable alternatives are made available to decision makers and the public before an action is taken. \nAs the agency responsible for implementing NEPA\, CEQ works to ensure that environmental reviews for Federal actions and infrastructure projects are thorough\, efficient\, and reflect the input of the public and local communities. \nCEQ’s NEPA regulations apply to a wide range of Federal agency actions\, from permits and authorizations for major infrastructure projects like bridges\, transit\, and renewable energy installations\, to Federal land use plans and restoration activities. CEQ first issued NEPA regulations in 1978 (“1978 regulations”). \nThe fundamental principles of informed and science-based decision making\, transparency\, and public engagement are reflected in NEPA. CEQ seeks to advance these core principles in this proposed rule.

DESCRIPTION:View the Meeting Program!\nReceive a Recording of Our Fall Meeting!\nAlthough ticket sales have ended\, you can still receive a copy of our Fall Meeting recording by following the instructions on our Eventbrite page \nClean Water for North Carolina (CWFNC) is a community-based Environmental Justice nonprofit organization established in 1984\, focusing on threats to environmental health\, quality of life\, and social justice.  We work with rural\, low-wealth\, and BIPOC communities through strategic and technical assistance\, policy advocacy\, and grassroots community organizing to protect and improve health\, water\, and air quality. \nThis year’s Fall Public Gathering is virtual and CWFNC is presenting “The Intersection of Civil Rights and Environmental Justice” with some exciting guest speakers\, Naeema Muhammad and Belinda Joyner\, followed by an exclusive and specialized virtual tour of the International Civil Rights Center and Museum! \nOur Fall Meeting is open to the public free of charge! We are also offering a virtual tour of the International Civil Rights Center and Museum located in Greensboro for $20. Just follow the registration instructions to register for our Fall Meeting and the optional virtual museum tour. \n  \nAbout our Fall Meeting guest speakers: \nNaeema Muhammad has worked as the Community Organizer for the North Carolina Environmental Justice Network (NCEJN) since 2001\, leading state-wide efforts and supporting grassroots efforts for environmental and social justice. Since 2014\, she has served as Organizing Co-Director of the NCEJN. She is also a founding member of Black Workers for Justice in N.C.\, a community-based organization founded in 1981 that addresses workers’ rights issues. \nMuhammad has worked on two National Institute of Environmental Health Sciences-funded grants: The Community Health and Environmental Reawakening project\, where she served as the Community Organizer and worked with communities adjacent to industrial hog operations; and the Community Health Effects of Industrial Hog Operations project\, where she worked as the Community Organizer\, Environmental Justice Educator\, and Interviewer\, and assisted her collaborators in qualitative data analysis. She has co-authored many publications with Dr. Steve Wing of the UNC-CH School of Public Health regarding community-based participatory research\, most recently published in the New Solutions Health Journal. \nBelinda Joyner is the Northeast Organizer of Clean Water for NC since the early 1990s. She grew up in Northampton County and has worked as a teacher’s assistant specializing in reading skills. She has been involved in numerous local environmental struggles and founded the Concerned Citizens of Northampton County. She has been an effective organizer against threats including a liquid fertilizer plant\, a hazardous waste incinerator\, a private prison\, and the Atlantic Coast Pipeline using Title VI challenges against the pipeline. Joyner has a strong\, decades-long history of grassroots organizing for diverse causes. \nCivil Rights Movement: \nThe federal Civil Rights Act of 1964 prohibits discrimination on the basis of race\, color\, religion\, sex or national origin. It was the first step to legally-required equal treatment of all individuals\, though it was not a magic fix-all. While the civil rights movement roared in the 1960s and ‘70s\, the US also experienced a booming environmental movement leading to the passing of the Clean Water Act (1972)\, Clean Air Act (1963)\, Endangered Species Act (1973)\, and so many more. However\, the two worlds did not really intersect as Civil Rights and Environment were treated as two separate movements and often composed of very different groups of people. \nEnvironmental Justice Movement: \nThe two were merged and “environmental justice” was sparked two decades later\, when the term was coined during the 1982 protests in Warren County\, NC\, when a grassroots effort worked to block a PCB-laced landfill in one of NC’s poorest counties\, with a supermajority of African-American residents. Fast forward to 2021\, and we are still seeing how BIPOC\, rural\, and low-wealth communities are treated as “sacrifice zones” and carry an inordinate share of the pollution burden. \nWe will discuss this intersection\, discuss present day sacrifice zones\, the EJ movement\, and the application of Title VI of the Civil Rights Act. Our guest speakers have decades of direct experience in the environmental justice movement and will share their experiences\, lessons learned\, and what work still remains.
