SUMMARY:Virtual Hearing for Duke Energy's Carbon Plan: Afternoon Hearing
DESCRIPTION:On May 16th\, Duke Energy submitted a proposed Carbon Plan for public comment in compliance with NC HB 951 requiring the NC Utilities Commission (NCUC) to develop a Carbon Plan by the end of 2022. The Commission is directed to achieve a reduction of 70% from 2005 levels by the year 2030 and carbon neutrality by the year 2050. \nDuke’s Plan doesn’t do enough to cut carbon emissions per HB 951 while lacking transparency and allowing for increased costs against ratepayers. Adding insult to injury\, it does nothing to combat fracking and pipelines or animal waste digester and biogas activities\, which directly impact drinking water resources in addition to climate and air quality. These practices disparately impact rural\, low-income\, and BIPOC communities. \nLearn more about Duke Energy’s Dirty Energy Plan\, Hearing Dates\, & What YOU Can Do \n \nThe two virtual hearings will be held remotely via Webex\, with members of the public participating by phone. People who would like to testify must register in advance by 5:00pm\, August 16\, 2022\, by emailing the Commission at ncucpublichearing@ncuc.net or by calling 919-733-0837. \nPeople who want to register must provide their name\, the docket number (E-100 Sub 179)\, the telephone number that they will use to participate in the hearing\, and the topic of their testimony. Only the first 20 people registered for each remote hearing session will be allowed to testify. \nPeople who simply want to observe a remote hearing may do so via the live stream link on this website. Here is more information on how to participate in a remote hearing. \nAny person or entity may submit written statements to inform the Commission of their positions on the Carbon Plan. Statements should be mailed to the address below\, and reference Docket No. E 100\, Sub 179. \nPersons may also electronically submit a position statement to the Commission about the Carbon Plan via the Commission’s website \nTo send your comments via mail:\n4325 Mail Service Center\nRaleigh\, NC 27699-4300 \nMore information about the upcoming hearings and how to give comment can be found on this Utilities Commission resource page.

SUMMARY:In-Person Public Hearing for Enviva Ahoskie Draft Air Permit
DESCRIPTION:The N.C. Department of Environmental Quality’s Division of Air Quality (DAQ) will host an in-person public hearing on Tuesday\, Aug. 16\, on the draft Title V air permit renewal for Enviva Pellets\, LLC – Ahoskie Plant. \nThe proposed permit includes modifications at the wood pellet manufacturing plant in Hertford County to increase production from 481\,800 oven dried tons to 630\,000 oven dried tons per year. The draft permit also requires the installation of air pollution control equipment and operational limits to reduce emissions of volatile organic compounds (VOC) and total hazardous air pollutants (HAP). To reduce VOC and HAP emissions\, the draft permit would require the facility to install a regenerative thermal oxidizer and a regenerative catalytic/thermal oxidizer. The draft permit limits the facility’s VOC emissions to less than 250 tons per year and HAP emissions to less than 10 tons per year of any one HAP and less than 25 tons per year for all HAPs combined. \nThe public is invited to attend the hearing and provide its comments on the proposed action. Sign up will be available upon arrival. Oral comments at the hearing should be limited to three minutes or less. Written comments may also be submitted during the hearing. \nWhat: Enviva Pellets\, LLC – Ahoskie Plant Public HearingDate and Time: Tuesday\, Aug. 16\, 2022\, at 6 p.m.Location: Roanoke-Chowan Community College gymnasium\, New Student Services Center\, Room 101\, 109 Community College Road\, Ahoskie\, NC 27910. \nComments on the project can also be submitted by email to DAQ.publiccomments@ncdenr.gov with the subject line “Enviva Ahoskie.20B” or by leaving a voicemail at (919) 707-8430. The public comment period ends at 5 p.m. on Friday\, Aug. 19\, 2022. \nThe Division will consider all public comment before making a final decision on the proposed permit. \nCopies of all data and the application submitted by Enviva Pellets\, LLC – Ahoskie Plant are available for public inspection on the DAQ website or in person by appointment only at: \nNC DEQDivision of Air QualityAir Permits Section217 West Jones Street\, Suite 4000Raleigh\, NC  27603 \nor \nWashington Regional Office943 Washington Square MallWashington\, NC  27889

SUMMARY:Virtual Hearing for Chemours Draft Permit to Address Groundwater Contamination
DESCRIPTION:Date: Thursday\, June 23\, 2022\, at 6 p.m.\nMeeting Access: WebEx link: https://ncdenrits.webex.com/ncdenrits/onstage/g.php?MTID=e6a3cebefc6af2776f229c3d4f2c74da9\nEvent number: 2421 589 1484\nEvent password: NCDEQ\nAudio conference: US TOLL +1-415-655-0003\, Access code: 2421 589 1484\nRegister to Speak: Speaker registration by 12 noon\, June 23\, at https://forms.office.com/g/YEqDLDDDp7 \nPlease contact Peter Johnston if you have issues registering online at 919-707-9011 or email peter.johnston@ncdenr.gov. \nThe North Carolina Department of Environmental Quality Division of Water Resources (DWR) will hold public hearings on June 21 and 23 to accept comments on the draft discharge permit for a proposed groundwater treatment system at the Chemours Fayetteville Works facility that would substantially reduce the PFAS entering the Cape Fear River via contaminated groundwater. Chemours is required to remove at least 99% of PFAS from the contaminated groundwater before discharge. Currently\, contaminated groundwater flowing into the river is not intercepted or treated. \nDWR will continue to accept comments on the proposed National Pollutant Discharge Elimination System (NPDES) wastewater permit through 5 p.m.\, June 24. Comments submitted during the previous comment period from March 25 to May 2\, 2022 are being considered and do not need to be resubmitted. \nTo give interested communities opportunities to comment\, two public hearings are scheduled for this draft permit\, one in-person\, and one held remotely. \nTo submit comments by email\, send to publiccomments@ncdenr.gov with CHEMOURS noted in the subject line. Public comments may also be mailed to Wastewater Permitting\, Attn: Chemours Permit\, 1617 Mail Service Center\, Raleigh\, N.C.\, 27699-1617. \nThe draft permit and fact sheet are available to view online. \nChemours has been prohibited from discharging PFAS-contaminated process wastewater from its manufacturing operations into the Cape Fear River since 2017. However\, historic operations at the facility have caused significant groundwater contamination at the site. The draft NPDES permit (NC0090042) allows only the discharge of treated water associated with groundwater remediation efforts\, primarily treated groundwater\, some surface water and stormwater. It would not allow the discharge of wastewater from Chemours manufacturing processes. \nAs outlined in the 2020 Addendum to the Consent Order\, Chemours is required to address groundwater contamination by installing an underground barrier wall that will run more than a mile alongside the Cape Fear River. This wall will intercept contaminated groundwater from the facility before it reaches the river\, and a series of extraction wells will pump the captured groundwater to a treatment system. The draft permit requires that the treatment system remove at least 99% of PFAS from the pumped groundwater before it enters the river. Without this treatment system intervention and accompanying discharge permit\, this heavily contaminated groundwater would continue to flow to the river untreated and continue to impact downstream water supplies.
