DEP requested approval of an application for performance-based regulation that allows DEP to adjust its base rates over three years in addition to the general base rate increase\, a residential decoupling mechanism\, an earnings sharing mechanism\, and a performance incentive mechanism. The first-year increase would be partially offset by an $8.5 million refund of excess deferred income taxes resulting from the 2017 Federal Tax Cuts and Job Act and a reduction in North Carolina’s state-corporate tax rate. \nAdditionally\, DEP is requesting approval of the following riders: \n\nEarnings Sharing Mechanism (ESM) Rider\nResidential Decoupling Mechanism (RDM) Rider\nPerformance Incentive Mechanism (PIM) Rider\nCustomer Assistance Program (CAP) Rider\nCustomer Assistance Recovery (CAR) Rider\n\n  \nIn its application\, DEP stated that its request is driven by investments made since its 2019 rate case\, E-2\, Sub 1219\, including: \n\ninvestments in existing nuclear plants to enhance safety\, reliability\, and efficiency\, and to preserve their performance and reliability over their extended life operations;\nnew investments in traditional and renewable generation and storage assets;\ncontinued investments to maintain remaining coal-fired generation and hydroelectric generation;\nthe addition of three battery installations;\nongoing work to retire and close existing coal-fired units;\nadding new carbon free technologies such as solar and storage; and\nupgrading transmission and distribution systems to be more reliable\, resilient\, and supportive of renewable technologies.\n\n  \nAdditionally\, DEP is requesting an accounting order for approval of: \n\nongoing regulatory asset treatment of the costs for environmental compliance related to the closure of coal ash basins;\ncontinued deferral of bad debt expense related to the COVID-19 pandemic;\ndeferral of a portion of the impact associated with updated depreciation rates for its coal plants;\ndeferral of costs associated with implementing customer service programs;\ndeferral of storm costs; and\ndeferral of certain costs related to a new performance incentive mechanism dashboard.\n\n  \nDEP also proposed a customer assistance program for eligible low-income customers\, a tariffed-on-bill program\, and the payment navigator program. \nThe Commission has scheduled five public witness hearings to receive testimony from DEP’s customers\, as well as an expert witness hearing beginning May 1\, 2023\, for testimony and cross-examination of expert witnesses. DESCRIPTION:This talk will examine the historical and contemporary impacts that solid waste facilities have on communities of color in North Carolina and reflect on the 40-year history of environmental justice organizing around waste facilities in the United States. Courtney Woods is an associate professor in the Department of Environmental Sciences and Engineering at the Gillings School of Global Public Health at the University of North Carolina at Chapel Hill\, where she leads the Environmental Justice Action Research Clinic\, which provides technical assistance for residents facing urgent environmental health threats. DESCRIPTION:The North Carolina Department of Environmental Quality (DEQ) will hold a community information meeting on Tuesday\, February 28\, at Heide Trask Senior High School Auditorium in Rocky Point. \nDEQ will share updates on private well sampling underway for PFAS contamination in Columbus\, New Hanover\, Brunswick\, and Pender counties.  Staff will also answer questions from the public about the private well sampling and alternate water supplies. \nWhen:        Tuesday\, February 28 at 6 p.m. \nWhere:      Heide Trask Senior High School                 14328 NC Hwy 210\, Rocky Point\, NC 28457 \nSpeaker sign-up will be available upon arrival at the meeting. \nAt DEQ’s direction\, Chemours is sampling for PFAS contamination in eligible private drinking water wells downstream of the Fayetteville Works Facility. Chemours is required to provide alternate water supplies to residents whose wells exceed specific action levels. \nTo have your well sampled\, call Chemours at (910) 678-1100. Messages to the Chemours call-line are monitored during regular business hours (Monday through Friday\, 9 a.m. to 5 p.m.); Chemours should respond within 24-to-48 hours starting on the next business day. If you don’t currently qualify for well testing\, you may qualify in the future. Chemours is required to keep your contact information and notify you if testing expands to your area. \nAdditional well sampling information for residents\, including criteria for eligible wells and other resources\, are available on the DEQ website.
