DESCRIPTION:State Seeks Public Comment on Proposed Plan to Administer American Rescue Plan Act’s State Fiscal Recovery Funding \nRALEIGH – The North Carolina Department of Environmental Quality’s Division of Water Infrastructure (DWI) is accepting comments until January 12\, 2022 on the proposed plan to administer approximately $1.6 billion in federal funds appropriated in the state budget for drinking water\, wastewater and stormwater infrastructure. \nThe North Carolina General Assembly appropriated the funds from the state’s allocation of the American Rescue Plan Act (ARPA)\, including $839.6 million directed to specific local governments and public entities. DWI will administer the remaining $758 million as grant funding\, as detailed in the proposed plan.  The funds are subject to federal statutory and budgetary requirements and all funds must be expended by December 30\, 2026. \nThe proposed plan is available at: Proposed Plan to Administer the American Rescue Plan Act’s State Fiscal Recovery Fund Appropriated in the State Budget. \nBased on the proposed plan\, the deadline for applications for the first round of ARPA drinking water and wastewater project funding will be May 2\, 2022. The deadline for applications for stormwater projects is currently projected to be Sept. 30\, 2022. DESCRIPTION:Draft Permit\nEnvironmental Justice Snapshot \nRoseburg Forest Products applied to the North Carolina Department of Environmental Quality\, Division of Air Quality\, for a PSD (Prevention of Significant Deterioration) permit to construct and operate a new lumber sawmill\, named Roanoke Valley Lumber\, located at 290 Power Place Drive\, Weldon\, Halifax County\, NC. The mill will process southern yellow pine logs and includes lumber operations\, lumber drying\, planer mill\, and an emergency fire water pump. \nThe facility will be constructed in two phases: the first phase will support up to 300 million bd-ft per year of lumber drying capacity. The second phase will support additional 200 million bd-ft per year lumber drying capacity bringing the total capacity to 500 million bd-ft/yr. Even though the facility will be constructed in two phases\, this PSD permit approval is for the entire project (five kilns and ancillary equipment). \nThe facility is a new “major stationary source” for at least one regulated NSR pollutant (VOC). This new facility will also result in significant increases in the emissions of greenhouse gases (GHGs). \nPersons wishing to submit written comments or request a public hearing regarding the Air Quality Permit are invited to do so. DESCRIPTION:NC Renewable Power incinerates wood chips\, poultry litter\, and poultry cakes and produces electricity that is sold to Duke Energy. It is a highly polluting facility with major violations and  fines issued by NC DEQ. We are sharing this with you due to your interest in environmental and public health and environmental justice across North Carolina. \nThe two statewide informational sessions will be held at 11:00 am and 4:00 pm on Thursday\, February 17th. The Zoom Invite information is below.  \nWe are asking for local\, regional\, and statewide environmental organizations to: \n(1) support our local efforts to stand in opposition to the permit application of NC Renewable Power; \n(2) attend one of the information sessions on Thursday and learn about the facility\, its incineration process\, the pollution that it releases\, its plans to expand operations\, and the high number of violations\, fines\, and deficiencies that it has received for not keeping its state permit agreements; \n(3) attend and receive information about the DEQ Public Hearing on Monday\, call in information\, and how to sign up to make comments at the hearing.  \n(4) sign up to make a 2-3 minute comments  at the DEQ Public Hearing on Monday; and \n(5) organize constituencies across the state to attend the public hearing to indicate support for local residents in Robeson County and others throughout Eastern NC.    \nOur Eastern NC counties in the Sandhills and Coastal Plains are overburdened by unregulated and poorly regulated factory farms and the massive expansion of dirty industries that claim to be renewable.  They include what is inappropriately called “biomass” and “biogas”. DESCRIPTION:EPA invites the public to participate in two identical virtual public meetings related to environmental justice and the development of the proposed Drinking Water Regulation (NPDWR) for Per- and Polyfluoroalkyl Substances (PFAS) on March 2\, 2022 (1:00 pm to 4:00 pm\, eastern time) and April 5\, 2022 (5:00 pm to 8:00 pm\, eastern time). Registration is required. \nThe sessions will be an opportunity for EPA to share information and for communities to offer input on environmental justice considerations related to the development of the proposed PFAS NPDWR. EPA is currently developing a proposed NPDWR for Perfluorooctanoic acid (PFOA) and Perfluorooctane sulfonic acid (PFOS)\, two types of PFAS. EPA is also evaluating additional PFAS and assessing the available science to consider regulations for groups of PFAS. NPDWRs are legally enforceable maximum contaminant levels (MCLs) or treatment techniques that apply to public water systems. MCLs and treatment techniques protect public health by limiting the levels of contaminants in drinking water. \nIn October 2021\, EPA released the PFAS Strategic Roadmap (https://www.epa.gov/pfas/pfas-strategic-roadmap-epas-commitments-action-2021-2024) laying out an approach to addressing PFAS across the Agency. Establishing an NPDWR for PFOA and PFOS is a key action in the Roadmap.

DESCRIPTION:State Accepting Public Comments on Draft Permit to address Chemours Groundwater Contamination \nPermit is part of remediation plan to prevent PFAS discharge to the Cape Fear River \nThe North Carolina Department of Environmental Quality Division of Water Resources (DWR) is accepting public comments on a draft permit to treat PFAS-contaminated groundwater\, surface water and stormwater from the Chemours Fayetteville Works site before discharge into the Cape Fear River. The National Pollutant Discharge Elimination System (NPDES) wastewater permit is part of the required actions to prevent residual PFAS pollution from entering the Cape Fear River\, as outlined in the 2020 Addendum to the 2019 Consent Order. \nThe draft NPDES permit only allows the discharge of treated water associated with the remediation activities. It does not allow the discharge of wastewater from plant operations or processes. \nUnder the 2020 Addendum\, Chemours was required to address four identified seeps that account for more than half of the PFAS contamination in the groundwater entering the river. The required interim measures have been installed and Chemours has submitted plans to DEQ for approval of the permanent measure: a more than one-mile-long\, subsurface barrier wall and groundwater extraction system to capture contaminated groundwater and prevent it from entering the Cape Fear River. The draft NPDES permit requires treatment to remove PFAS contamination from the groundwater\, surface water and stormwater captured by the extraction system before discharge into the Cape Fear River. The system must remove at least 99% of PFAS and meet daily and monthly effluent limits as specified in the permit conditions. \nThe proposed NPDES permit does not change the conditions of any previous NPDES permit held by Chemours. \nDWR is accepting comments on the draft permit until May 2\, 2022. To submit comment by email\, send to publiccomments@ncdenr.gov with CHEMOURS noted in the subject line.
