DESCRIPTION:The Division of Water Infrastructure is accepting comments on the draft Intended Use Plans\, including Priority Rating Systems\, for the Drinking Water State Revolving Fund and Clean Water State Revolving Fund\, and the Priority Rating System for the Community Development Block Grant-Infrastructure Program until June 15\, 2022. \nThe Division and the State Water Infrastructure Authority use priority rating systems for projects seeking funding through these programs. These priority rating systems are being considered by the Authority for use in ranking applications for project funding. \nThe Intended Use Plans (IUPs) for the Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF) programs provide details on administration of the Fiscal Year 2022 Federal Capitalization Grants for the State Revolving Funds\, including supplemental funding from the Bipartisan Infrastructure Law (BIL). The SRF program offers low-interest loans (with principal forgiveness) for water infrastructure\, including water and wastewater treatment facilities\, wastewater collection systems\, water distribution systems\, reclaimed water facilities\, energy efficiency upgrades\, stormwater control measures and stream restoration projects. \nThree plans or priority rating systems are available for public comment: \n\nThe Drinking Water SRF IUP and Priority Rating System for drinking water infrastructure projects: Draft 2022 DWSRF & BIL Supplemental DWSRF IUP .\nThe Clean Water SRF IUP and Priority Rating System for clean water infrastructure projects: Draft 2022 CWSRF & BIL Supplemental CWSRF IUP.\nThe Community Development Block Grant-Infrastructure Program Priority Rating System is used to develop scores for evaluating applications: CDBG-I Draft Priority Rating System.\n\nThe proposed rating systems prioritize assistance to community applicants with greater socioeconomic constraints\, and to projects benefitting disadvantaged areas. Chemours is required to remove at least 99% of PFAS from the contaminated groundwater before discharge. Currently\, contaminated groundwater flowing into the river is not intercepted or treated. \nDWR will continue to accept comments on the proposed National Pollutant Discharge Elimination System (NPDES) wastewater permit through 5 p.m.\, June 24. Comments submitted during the previous comment period from March 25 to May 2\, 2022 are being considered and do not need to be resubmitted. \nTo give interested communities opportunities to comment\, two public hearings are scheduled for this draft permit\, one in-person\, and one held remotely. \nTo submit comments by email\, send to publiccomments@ncdenr.gov with CHEMOURS noted in the subject line. This wall will intercept contaminated groundwater from the facility before it reaches the river\, and a series of extraction wells will pump the captured groundwater to a treatment system. The draft permit requires that the treatment system remove at least 99% of PFAS from the pumped groundwater before it enters the river. Without this treatment system intervention and accompanying discharge permit\, this heavily contaminated groundwater would continue to flow to the river untreated and continue to impact downstream water supplies.

DESCRIPTION:On May 16th\, Duke Energy submitted a proposed Carbon Plan for public comment in compliance with NC HB 951 requiring the NC Utilities Commission (NCUC) to develop a Carbon Plan by the end of 2022. The Commission is directed to achieve a reduction of 70% from 2005 levels by the year 2030 and carbon neutrality by the year 2050. \nDuke’s Plan doesn’t do enough to cut carbon emissions per HB 951 while lacking transparency and allowing for increased costs against ratepayers. Adding insult to injury\, it does nothing to combat fracking and pipelines or animal waste digester and biogas activities\, which directly impact drinking water resources in addition to climate and air quality. DESCRIPTION:EPA is interested in hearing from overburdened and underserved communities and other key stakeholders about potential requirements for states to conduct meaningful engagement in developing their state plans under Emissions Guidelines issued under section 111(d) of the Clean Air Act. \nThe Agency’s proposed Emission Guidelines for the Oil and Natural Gas Industry included a requirement to meaningfully engage with communities during state plan development (beyond holding public hearings). As we develop the supplemental proposal for the Emissions Guidelines for the Oil and Natural Gas Industry\, along with other section 111 (d)-related rules (e.g.\, power sector and subpart Ba implementing regulations)\, EPA would like to hear more from communities and other key stakeholders about potential meaningful engagement requirements. \nThe proposed meaningful engagement requirements for the oil and gas rule are on page 1584 of the Federal Register notice of the rule (linked here: https://www.federalregister.gov/documents/2021/11/15/2021-24202/standards-of-performance-for-new-reconstructed-and-modified-sources-and-emissions-guidelines-for#p-1584) \nOn Tuesday\, July 26\, 2022 @ 1:00-3:00PM (EDT)\, EPA will host a roundtable to hear directly from communities on Meaningful Engagement in Emissions Guidelines under Clean Air Act section 111(d). DESCRIPTION:The Division of Water Infrastructure will conduct a webinar about the new Local Assistance for Stormwater Infrastructure Investments (LASII) Program and the Fall 2022 application process on Tuesday\, August 16 at 2:30 p.m. Members of the public\, potential applicants and interested parties are invited to listen online or by phone. A recording of the webinar will be posted later for those who are unable to attend. \nThe Division will award approximately $82 million in American Rescue Plan Act funding for stormwater projects through its competitive funding process from the newly-created Local Assistance for Stormwater Infrastructure Investments program. DESCRIPTION:The N.C. Department of Environmental Quality’s Division of Air Quality (DAQ) will host an in-person public hearing on Tuesday\, Aug. 16\, on the draft Title V air permit renewal for Enviva Pellets\, LLC – Ahoskie Plant. \nThe proposed permit includes modifications at the wood pellet manufacturing plant in Hertford County to increase production from 481\,800 oven dried tons to 630\,000 oven dried tons per year. The draft permit also requires the installation of air pollution control equipment and operational limits to reduce emissions of volatile organic compounds (VOC) and total hazardous air pollutants (HAP). To reduce VOC and HAP emissions\, the draft permit would require the facility to install a regenerative thermal oxidizer and a regenerative catalytic/thermal oxidizer. The draft permit limits the facility’s VOC emissions to less than 250 tons per year and HAP emissions to less than 10 tons per year of any one HAP and less than 25 tons per year for all HAPs combined. \nThe public is invited to attend the hearing and provide its comments on the proposed action.
