DESCRIPTION:The North Carolina Department of Environmental Quality’s Division of Air Quality (DAQ) is seeking public comment on a draft air quality permit for the Carolina Poultry Power RG3\, LLC facility in La Grange. Public comment will be accepted until Aug. 17\, 2022. \nCarolina Poultry Power\, a proposed biomass-to-energy facility\, applied for a permit to operate a lime storage silo and a boiler that will fire used poultry bedding to generate electricity. As proposed\, the facility will be classified as synthetic minor. To prevent the facility from becoming a Title V major source under the Clean Air Act\, the draft permit contains specific conditions limiting criteria air pollutant emissions to less than 100 tons per year (each)\, the greatest potentially emitted hazardous air pollutant (HAP) to less than 10 tons per year\, and total emissions of HAPs to less than 25 tons per year. \nTo comply with the conditions\, the facility must properly operate and maintain emissions control equipment\, including a multicyclone\, injection control systems\, fabric filters and bag filters. Atmospheric dispersion modeling reviewed by DAQ shows that the facility can comply with health-based standards. \nCopies of the draft permit\, permit review\, permit application and draft environmental justice report are available online. \nComments or requests for a public hearing will be accepted until Aug. 17\, 2022\, at 5 p.m. Comments can be emailed to daq.publiccomments@ncdenr.gov with “CPP.22A” in the subject line. SUMMARY:Chemours Public Info Session for Fayetteville Works Expansion - Dublin
DESCRIPTION:From NC Policy Watch \nChemours plans to expand its Fayetteville Works plant in northern Bladen County\, where the company would ramp up production of PFA\, a type of perfluorinated compound. \nPFA belongs to the larger family of perfluorinated compounds\, of which there are at least 10\,000. They are known to be toxic in drinking water; many\, including PFOA\, PFOS and GenX have been linked to several types of cancers\, reproductive problems\, low-birth weight and thyroid disorders\, among other serious health conditions. They are known as “forever chemicals” because the don’t break down in the environment. Chemours is responsible for contaminating the Lower Cape Fear River Basin with GenX\, which is present in the drinking water — both public and private — of hundreds of thousands of North Carolinians. \nChemours will increase its production of PFA for use in the semiconductor industry\, according to a press release. It is the only U.S. producer of PFA. \nOn Sept. 20 and 21\, Chemours will hold two public information sessions about its expansions plans. It is still unclear how the company will produce greater amounts of PFA and still comply with discharge and emissions limits that are laid out in the consent order with the state and Cape Fear River Watch. For example\, Chemours is required to limit its air emissions of perfluorinated compounds by 99%. The company is also building an underground barrier wall to keep the compounds out of the river. Until the wall is complete\, compounds will continue to enter the Cape Fear\, albeit in sharply reduced amounts.

SUMMARY:Public Hearing on update to Oil Refinery Facility Permit rules
DESCRIPTION:The North Carolina Department of Environmental Quality (DEQ) will hold a public hearing September 20\, 2022\, on proposed amendments to its 15A NCAC 01E “Oil Refinery Facility Permit” rules as part of the required rule review and readoption process set forth in N.C. Gen. Stat. § 150B-21.3A. The hearing will be held at DEQ’s Green Square Building located at 217 W. Jones Street\, Raleigh\, NC\, in the 1st Floor Training Room beginning at 6:30 p.m. \nThe purpose of this public hearing is to allow interested persons to submit oral comments regarding DEQ’s proposed amendments to 15A NCAC 01E\, which relate to Oil Refinery Facility Permits. There are no active oil refinery facilities in North Carolina and DEQ has not received any applications for proposed oil refinery facilities at this time. \nThese rules are Departmental rules that do not need to be approved by the Environmental Management Commission or any other Commission and are required by N.C. Gen. Stat. § 143-215.100–215.102. The proposed amendments are intended to clarify existing language and update the rules to reflect statutory changes. Of the 15 rules in the proposed rulemaking\, 11 are proposed for readoption with changes\, two are proposed for repeal\, one is proposed for readoption with no changes\, and 1 is proposed for adoption. The rules proposed for repeal are either unnecessary based on current Department practice or unnecessary due to other North Carolina laws. \nBased on the Regulatory Impact Analysis\, the proposed changes would have an impact on the State or local governments and applicants if a permit application is submitted\, though these impacts are expected to be minimal. \nEvent location: Green Square 1st Floor Training Room\, 217 W. SUMMARY:Chemours Public Info Session for Fayetteville Works Expansion - Leland
DESCRIPTION:From NC Policy Watch \nChemours plans to expand its Fayetteville Works plant in northern Bladen County\, where the company would ramp up production of PFA\, a type of perfluorinated compound. \nPFA belongs to the larger family of perfluorinated compounds\, of which there are at least 10\,000. They are known to be toxic in drinking water; many\, including PFOA\, PFOS and GenX have been linked to several types of cancers\, reproductive problems\, low-birth weight and thyroid disorders\, among other serious health conditions. They are known as “forever chemicals” because the don’t break down in the environment. Chemours is responsible for contaminating the Lower Cape Fear River Basin with GenX\, which is present in the drinking water — both public and private — of hundreds of thousands of North Carolinians. \nChemours will increase its production of PFA for use in the semiconductor industry\, according to a press release. It is the only U.S. producer of PFA. \nOn Sept. 20 and 21\, Chemours will hold two public information sessions about its expansions plans. It is still unclear how the company will produce greater amounts of PFA and still comply with discharge and emissions limits that are laid out in the consent order with the state and Cape Fear River Watch. For example\, Chemours is required to limit its air emissions of perfluorinated compounds by 99%. The company is also building an underground barrier wall to keep the compounds out of the river. Until the wall is complete\, compounds will continue to enter the Cape Fear\, albeit in sharply reduced amounts.

DESCRIPTION:NCEJN Family Reunion: Remembering\, Recovering\, Resisting\, Reimagining\nFriday October 14th to Saturday October 15th\nWhitakers\, North Carolina \nREGISTER TODAY! \nIn 1997\, following a meeting of the National Environmental Justice Advisory Committee (NEJAC) at North Carolina Central University (Durham\, NC)\, a few concerned citizens\, activists\, academicians\, and attorneys gathered to discuss forming a committee to address Environmental Justice (EJ) issues in North Carolina. \nIt became evident that an Environmental Justice Summit was needed solely to address the environmental degradation suffered by poor communities and communities of color in NC. The ground work was laid for the First Annual NCEJN Summit. \nAfter that initial meeting\, additional concerned individuals\, organizations\, and state agencies were invited to help plan and support the Summit. The NCEJ Network grew out of the 1st Annual NC Community Environmental Justice Summit held in 1998 at the Historical Franklinton Center at Bricks in Whitakers\, NC. \nOver the years\, the format has shifted to include listening panels\, academic presentations and other activities as appropriate. With this being our first in-person Summit in two years\, we decided to focus on connection and community foregoing some of those aspects but maintaining the goal of building power and paving the way forward.

DESCRIPTION:The United States Environmental Protection Agency (EPA) is hosting a webinar to prepare communities for how to get involved and provide EPA with their input on the upcoming proposed National Primary Drinking Water Regulation for per- and polyfluoroalkyl substances (PFAS) under the Safe Drinking Water Act. \n\n\n\n\nThe public webinar will be held on November 2\, 2022 (2:30 p.m. to 4:00 p.m.\, Eastern Time).  ACCESS LINK \nIn the webinar\, you will hear about: \n\nWhat are PFAS and how do they impact drinking water\nHow EPA develops a drinking water regulation\nEPA’s timeline and activities associated with the proposed PFAS drinking water regulation\nWhat happens after the regulation is proposed and how can communities provide their input to EPA\nWhere to go for more information\n\nThe webinar will also provide an opportunity to submit questions.
