DESCRIPTION:EPA is interested in hearing from overburdened and underserved communities and other key stakeholders about potential requirements for states to conduct meaningful engagement in developing their state plans under Emissions Guidelines issued under section 111(d) of the Clean Air Act. \nThe Agency’s proposed Emission Guidelines for the Oil and Natural Gas Industry included a requirement to meaningfully engage with communities during state plan development (beyond holding public hearings). As we develop the supplemental proposal for the Emissions Guidelines for the Oil and Natural Gas Industry\, along with other section 111 (d)-related rules (e.g.\, power sector and subpart Ba implementing regulations)\, EPA would like to hear more from communities and other key stakeholders about potential meaningful engagement requirements. \nThe proposed meaningful engagement requirements for the oil and gas rule are on page 1584 of the Federal Register notice of the rule (linked here: https://www.federalregister.gov/documents/2021/11/15/2021-24202/standards-of-performance-for-new-reconstructed-and-modified-sources-and-emissions-guidelines-for#p-1584) \nOn Tuesday\, July 26\, 2022 @ 1:00-3:00PM (EDT)\, EPA will host a roundtable to hear directly from communities on Meaningful Engagement in Emissions Guidelines under Clean Air Act section 111(d). DESCRIPTION:The N.C. Department of Environmental Quality’s Division of Air Quality (DAQ) will host an in-person public hearing on Tuesday\, Aug. 16\, on the draft Title V air permit renewal for Enviva Pellets\, LLC – Ahoskie Plant. \nThe proposed permit includes modifications at the wood pellet manufacturing plant in Hertford County to increase production from 481\,800 oven dried tons to 630\,000 oven dried tons per year. The draft permit also requires the installation of air pollution control equipment and operational limits to reduce emissions of volatile organic compounds (VOC) and total hazardous air pollutants (HAP). To reduce VOC and HAP emissions\, the draft permit would require the facility to install a regenerative thermal oxidizer and a regenerative catalytic/thermal oxidizer. The draft permit limits the facility’s VOC emissions to less than 250 tons per year and HAP emissions to less than 10 tons per year of any one HAP and less than 25 tons per year for all HAPs combined. \nThe public is invited to attend the hearing and provide its comments on the proposed action. Sign up will be available upon arrival. Oral comments at the hearing should be limited to three minutes or less. DESCRIPTION:The North Carolina Department of Environmental Quality’s Division of Air Quality (DAQ) is seeking public comment on a draft air quality permit for the Carolina Poultry Power RG3\, LLC facility in La Grange. Public comment will be accepted until Aug. 17\, 2022. \nCarolina Poultry Power\, a proposed biomass-to-energy facility\, applied for a permit to operate a lime storage silo and a boiler that will fire used poultry bedding to generate electricity. As proposed\, the facility will be classified as synthetic minor. To prevent the facility from becoming a Title V major source under the Clean Air Act\, the draft permit contains specific conditions limiting criteria air pollutant emissions to less than 100 tons per year (each)\, the greatest potentially emitted hazardous air pollutant (HAP) to less than 10 tons per year\, and total emissions of HAPs to less than 25 tons per year. \nTo comply with the conditions\, the facility must properly operate and maintain emissions control equipment\, including a multicyclone\, injection control systems\, fabric filters and bag filters. It is the only U.S. producer of PFA. \nOn Sept. 20 and 21\, Chemours will hold two public information sessions about its expansions plans. It is still unclear how the company will produce greater amounts of PFA and still comply with discharge and emissions limits that are laid out in the consent order with the state and Cape Fear River Watch. For example\, Chemours is required to limit its air emissions of perfluorinated compounds by 99%. The company is also building an underground barrier wall to keep the compounds out of the river. Until the wall is complete\, compounds will continue to enter the Cape Fear\, albeit in sharply reduced amounts.

DESCRIPTION:The North Carolina Department of Environmental Quality (DEQ) will hold a public hearing September 20\, 2022\, on proposed amendments to its 15A NCAC 01E “Oil Refinery Facility Permit” rules as part of the required rule review and readoption process set forth in N.C. Gen. Stat. § 150B-21.3A. The hearing will be held at DEQ’s Green Square Building located at 217 W. Jones Street\, Raleigh\, NC\, in the 1st Floor Training Room beginning at 6:30 p.m. \nThe purpose of this public hearing is to allow interested persons to submit oral comments regarding DEQ’s proposed amendments to 15A NCAC 01E\, which relate to Oil Refinery Facility Permits. There are no active oil refinery facilities in North Carolina and DEQ has not received any applications for proposed oil refinery facilities at this time. \nThese rules are Departmental rules that do not need to be approved by the Environmental Management Commission or any other Commission and are required by N.C. Gen. Stat. § 143-215.100–215.102. The proposed amendments are intended to clarify existing language and update the rules to reflect statutory changes. Of the 15 rules in the proposed rulemaking\, 11 are proposed for readoption with changes\, two are proposed for repeal\, one is proposed for readoption with no changes\, and 1 is proposed for adoption. DEQ will share updates on private well sampling underway for PFAS contamination in New Hanover\, Brunswick\, Columbus and Pender counties.  Staff will also answer questions from the public about the private well sampling and alternate water supplies. \nWhen: Tuesday\, October 11 at 6 p.m. \nWhere: Roland-Grise Middle School Auditorium \n4412 Lake Ave\, Wilmington\, NC 28403 \nSpeaker sign-up will be available upon arrival at the meeting. \n\nAt DEQ’s direction\, Chemours is sampling for PFAS contamination in eligible private drinking water wells downstream of the Fayetteville Works Facility. Chemours is required to provide alternate water supplies to residents whose wells exceed specific action levels. \nTo have your well sampled\, call Chemours at (910) 678-1100. Messages to the Chemours call-line are monitored during regular business hours (Monday through Friday\, 9 a.m. to 5 p.m.); Chemours should respond within 24-to-48 hours starting on the next business day.
