DESCRIPTION:The purpose of these calls is to inform communities about EPA’s environmental justice work and enhance opportunities to maintain an open dialogue with environmental justice advocates. As environmental justice continues to be integrated into EPA programs and policies\, the Agency hopes that these calls will help reaffirm EPA’s continued commitment to work with community groups and the public to strengthen local environmental and human health outcomes. EPA has increased the frequency of these engagement calls to learn more from stakeholders and communities and to provide updates about ongoing initiatives. \nRegistration: Due to limited space\, participation in this call will be on a first come\, first-served basis. DESCRIPTION:DEQ holding Public Input Meeting on Animal Waste Management Digester System General Permits Dec. 14\nRALEIGH – The North Carolina Department of Environmental Quality (DEQ) will hold an online public input meeting on December 14 on the development of the new Animal Waste Management Digester System General Permits. Members of the public may participate online or by phone. \nDEQ is conducting this meeting as part of its commitment to a transparent public engagement process during the development of the general permits. In addition to this public meeting\, the Department will hold two technical stakeholder workgroup meetings in November and December. Stakeholders for the technical workgroups represent community groups\, environmental justice organizations\, environmental advocacy organizations\, state and federal agencies\, academia and industry. The new general permit will include all of the existing and enforceable requirements of the 2019 State General Animal Waste Management Permits\, including developing and maintaining a Certified Animal Waste Management Plan\, and complying with siting\, buffer\, testing\, inspection and reporting requirements. \nThe Digester System General Permits stakeholder process will focus on permit conditions specific to the implementation of digesters. Summaries of the technical workgroup sessions will be posted online prior to the Public Input Meeting. DESCRIPTION:State Seeks Public Comment on Proposed Plan to Administer American Rescue Plan Act’s State Fiscal Recovery Funding \nRALEIGH – The North Carolina Department of Environmental Quality’s Division of Water Infrastructure (DWI) is accepting comments until January 12\, 2022 on the proposed plan to administer approximately $1.6 billion in federal funds appropriated in the state budget for drinking water\, wastewater and stormwater infrastructure. \nThe North Carolina General Assembly appropriated the funds from the state’s allocation of the American Rescue Plan Act (ARPA)\, including $839.6 million directed to specific local governments and public entities. DWI will administer the remaining $758 million as grant funding\, as detailed in the proposed plan.  The funds are subject to federal statutory and budgetary requirements and all funds must be expended by December 30\, 2026. \nThe proposed plan is available at: Proposed Plan to Administer the American Rescue Plan Act’s State Fiscal Recovery Fund Appropriated in the State Budget. \nBased on the proposed plan\, the deadline for applications for the first round of ARPA drinking water and wastewater project funding will be May 2\, 2022. The deadline for applications for stormwater projects is currently projected to be Sept. 30\, 2022.
