DESCRIPTION:State Seeks Public Comment on Proposed Plan to Administer American Rescue Plan Act’s State Fiscal Recovery Funding \nRALEIGH – The North Carolina Department of Environmental Quality’s Division of Water Infrastructure (DWI) is accepting comments until January 12\, 2022 on the proposed plan to administer approximately $1.6 billion in federal funds appropriated in the state budget for drinking water\, wastewater and stormwater infrastructure. \nThe North Carolina General Assembly appropriated the funds from the state’s allocation of the American Rescue Plan Act (ARPA)\, including $839.6 million directed to specific local governments and public entities. DWI will administer the remaining $758 million as grant funding\, as detailed in the proposed plan.  The funds are subject to federal statutory and budgetary requirements and all funds must be expended by December 30\, 2026. \nThe proposed plan is available at: Proposed Plan to Administer the American Rescue Plan Act’s State Fiscal Recovery Fund Appropriated in the State Budget. \nBased on the proposed plan\, the deadline for applications for the first round of ARPA drinking water and wastewater project funding will be May 2\, 2022. The deadline for applications for stormwater projects is currently projected to be Sept. 30\, 2022. DESCRIPTION:Draft Permit\nEnvironmental Justice Snapshot \nRoseburg Forest Products applied to the North Carolina Department of Environmental Quality\, Division of Air Quality\, for a PSD (Prevention of Significant Deterioration) permit to construct and operate a new lumber sawmill\, named Roanoke Valley Lumber\, located at 290 Power Place Drive\, Weldon\, Halifax County\, NC. The mill will process southern yellow pine logs and includes lumber operations\, lumber drying\, planer mill\, and an emergency fire water pump. \nThe facility will be constructed in two phases: the first phase will support up to 300 million bd-ft per year of lumber drying capacity. The second phase will support additional 200 million bd-ft per year lumber drying capacity bringing the total capacity to 500 million bd-ft/yr. Even though the facility will be constructed in two phases\, this PSD permit approval is for the entire project (five kilns and ancillary equipment). \nThe facility is a new “major stationary source” for at least one regulated NSR pollutant (VOC). This new facility will also result in significant increases in the emissions of greenhouse gases (GHGs). \nPersons wishing to submit written comments or request a public hearing regarding the Air Quality Permit are invited to do so.
