DESCRIPTION:State Accepting Public Comments on Draft Permit to address Chemours Groundwater Contamination \nPermit is part of remediation plan to prevent PFAS discharge to the Cape Fear River \nThe North Carolina Department of Environmental Quality Division of Water Resources (DWR) is accepting public comments on a draft permit to treat PFAS-contaminated groundwater\, surface water and stormwater from the Chemours Fayetteville Works site before discharge into the Cape Fear River. The National Pollutant Discharge Elimination System (NPDES) wastewater permit is part of the required actions to prevent residual PFAS pollution from entering the Cape Fear River\, as outlined in the 2020 Addendum to the 2019 Consent Order. \nThe draft NPDES permit only allows the discharge of treated water associated with the remediation activities. It does not allow the discharge of wastewater from plant operations or processes. \nUnder the 2020 Addendum\, Chemours was required to address four identified seeps that account for more than half of the PFAS contamination in the groundwater entering the river. The required interim measures have been installed and Chemours has submitted plans to DEQ for approval of the permanent measure: a more than one-mile-long\, subsurface barrier wall and groundwater extraction system to capture contaminated groundwater and prevent it from entering the Cape Fear River. The draft NPDES permit requires treatment to remove PFAS contamination from the groundwater\, surface water and stormwater captured by the extraction system before discharge into the Cape Fear River. The system must remove at least 99% of PFAS and meet daily and monthly effluent limits as specified in the permit conditions. \nThe proposed NPDES permit does not change the conditions of any previous NPDES permit held by Chemours. \nDWR is accepting comments on the draft permit until May 2\, 2022. Registration is required. \nThe sessions will be an opportunity for EPA to share information and for communities to offer input on environmental justice considerations related to the development of the proposed PFAS NPDWR. EPA is currently developing a proposed NPDWR for Perfluorooctanoic acid (PFOA) and Perfluorooctane sulfonic acid (PFOS)\, two types of PFAS. EPA is also evaluating additional PFAS and assessing the available science to consider regulations for groups of PFAS. NPDWRs are legally enforceable maximum contaminant levels (MCLs) or treatment techniques that apply to public water systems. MCLs and treatment techniques protect public health by limiting the levels of contaminants in drinking water. \nIn October 2021\, EPA released the PFAS Strategic Roadmap (https://www.epa.gov/pfas/pfas-strategic-roadmap-epas-commitments-action-2021-2024) laying out an approach to addressing PFAS across the Agency. Establishing an NPDWR for PFOA and PFOS is a key action in the Roadmap.

DESCRIPTION:The White House Council on Environmental Quality (CEQ) has announced a series of public listening sessions and training webinars on the beta version of the Climate and Economic Justice Screening Tool (CEJST). The next public listening session on the beta version of this tool will be held on April 15th at 4:00 PM. Register for the April 15th Public Listening Session! \nThe CEJST will help Federal agencies identify disadvantaged communities for the purposes of the Justice40 Initiative—a signature initiative of the Biden-Harris Administration that seeks to provide 40 percent of the overall benefits of certain Federal investments to disadvantaged communities. The current version of the tool is in a public beta form and will be updated based on public feedback and research. In addition to submitting written comments through the Federal Register\, the public can also provide feedback directly on the CEJST website. SUMMARY:Virtual Public Hearing on Digester System General Permits
DESCRIPTION:The North Carolina Department of Environmental Quality (DEQ)’s Division of Water Resources will hold four public meetings in April on draft Animal Waste Management Digester System General Permits. Three meetings will be in-person and a fourth will be online via Webex. Members of the public are invited to attend and submit comments on the draft permits. \nThe three draft General Permits cover the installation and operation of digester systems at existing swine\, cattle and wet poultry operations. The Digester System General Permit drafts are available online. Permits will be finalized by June 30\, 2022\, as directed by statute. \nDEQ is conducting these meetings as part of its commitment to a transparent public engagement process during the development of the general permits. During this process\, the Department held two technical stakeholder workgroup meetings and a virtual public input session in late 2021. Section 11 of the 2021 Farm Act (Senate Bill 605) established specific requirements for the development of the Digester System General Permits. The new general permits will include all of the existing and enforceable requirements of the 2019 State General Animal Waste Management Permits\, including developing and maintaining a Certified Animal Waste Management Plan\, and complying with siting\, buffer\, testing\, inspection and reporting requirements. \nAdditional information and updates on the stakeholder process are available online.
